The Government of Georgia has adopted legislative amendments aimed at fostering the development of the information technology sector and attracting highly qualified foreign professionals. Effective 1 September 2025, amendments to the Law of Georgia “On the Legal Status of Aliens and Stateless Persons” will enter into force, introducing a special IT Residence Permit as a distinct legal basis for residence in Georgia.
Under the amended legislation, foreign nationals engaged in information technology–related activities will be eligible to apply for a temporary residence permit through a simplified administrative procedure. The permit may be granted for an initial period of up to three years and may be subsequently extended, allowing for a total lawful residence period of up to twelve years, subject to continued compliance with statutory conditions.

To qualify for the IT Residence Permit, an applicant must meet the criteria established by Georgian legislation and relevant administrative practice. These requirements generally include confirmation of professional engagement in the IT sector, such as employment, contractual cooperation, or independent professional activity in qualifying fields (including, but not limited to, software development, programming, information systems, and digital services). Applicants must also satisfy general immigration requirements, including lawful entry into Georgia, valid identification documents, and the absence of grounds for refusal under immigration law.
Depending on the applicant’s status, supporting documentation may include proof of professional qualifications, contractual relationships with Georgian or foreign entities, evidence of ongoing IT-related activity, and confirmation of financial means sufficient for lawful residence.
